I've been seeing this for the first time, and quite frequently in the last 5 days. IMAP doesn't seem to be affected, just the web interface.

Without failure, this happens every single day around midday.

IMAP connection logs may offer an insight as to what might be happening:

35 open connections between phone and browser seems very unlikely.
