Matching the from domain to the recipient local part in filter rules

I would like to be able to create a filter rule that matches the sender domain and recipient local-part; however, I am unsure how to do this. Any help would be appreciated.

For example, imagine there is an email from: no-reply@foo.bar.com being sent to: bar.com@my-cool-domain.com. In this case, the sender domain "foo.bar.com" matches the recipient local part "bar.com" (even though the sender is from a subdomain, still ok).

However, let's imagine that, hypothetically, I have been slack, and I didn't read the privacy policy of bar.com very carefully, and I start getting emails from annoying-email@third-party-service.com being sent to bar.com@my-cool-domain.com. Here, "third-party-service.com" does not match the recipient local part of "bar.com". In this case, I would like to trigger a rule that discards this email or moves it to my spam folder, for example.

Is there a way to create a rule that matches the sender domain and the recipient local-part?
