Public links to shared folders expiring (set to never expire)

I have some folders that I want to share with some invited people and also have a public link to view only.

The view only public links seem to be expiring and giving the message "The share you are looking for does not exist."

I have confirmed that the public links are set to never expire. I have also confirmed that the public view links work immediately after I create them.

This problem seems to be happening with links to folders but not with links to files.

What is causing the public links to expire?
