Filter Rule Stopped Working

The following filter rule should match all messages from "new@partworks.de".
This message from "new@partworks.de" was still delivered to my inbox.
Some time in the past this filter did work. At least these messages didn't appear in my inbox.
The same problem 
Access denied
No connection
Real-time notifications may not work
