Reactivation page is in German despite English being selected

I was just trying to reactivate my account by adding funds to it but the payment page was in German. This was strange because in the bottom right of the site it says English is selected. This happened in Chrome and Firefox. I've never selected German for anything before on this site. I live in Canada and can't understand German. Chrome's translate feature didn't work on the page. To understand it I had to copy and paste each line of text into a translator.
